That's why + (subject + verb)

'That's' is short for 'that is.' Here you are telling someone 'because of this' or 'therefore.'

Here are some examples:

"That's why people admire you."
"That's why she appears so happy."
"That's why babies crawl before they can walk."
"That's why Pam cries at sad movies."
"That's why you fail to understand."

It's time to + (verb)

You are letting someone know that something is required to be done at the present time.
